WSA COMMITTEES


GENERAL COMMITTEE GUIDELINES



307 RULES COMMITTEE

The 307 Rules Committee shall review the current rules as they relate to the 307 Program and make recommendations to the Wyoming Soccer Association Board of Directors, prior to June 1, 2016.


ADULT RULES COMMITTEE

The Adult Rules Committee shall be responsible for development of the WSA adult rules section of the WSA rules and procedures.  The committee shall prepare a set of rules and procedure and shall submit it to the BOD for approval. 


BYLAW AND POLICY COMMITTEE

The Bylaw & Policy Committee shall be responsible for reviewing properly submitted bylaw, policy and rules changes.  The committee shall analyze the recommendation of incorporating the proposed changes and provide a recommendation report on each, as well as, any other changes to  that might be necessitated by the passage of such changes to the WSA BOD at the next regular board meeting. Committee shall be prepared to discuss changes at meetings of WSA and ensure that all policies and procedures are consistent with USYS, USASA and USSF. The Committee may recommend modifications to the proposed change(s) and include these in the report submitted to WSA BOD.


EXECUTIVE COMMITTEE

The Executive Committee reviews the performance of the Executive Director/CEO and recommends compensation adjustments as appropriate.  All actions and decisions by the Executive Committee are subject to review and approval or rejection by the voting members at the next scheduled BOD meeting or AGM.The committee shall prepare a procedure and criteria to be used in the conduct of reviews and shall submit it to the BOD for approval. 


FINANCIAL OVERSIGHT COMMITTEE

The Financial Oversight Committee shall meet at least 30 days prior to the AGM to review initial budget for approval at AGM.  Committee shall review and make recommendations regarding the financial policies and procedures.


JUDICIARY/DISCIPLINARY COMMITTEE

The Judiciary/Disciplinary Committee assists WSA and its members by reviewing complaints and concerns from individuals or member clubs and/or leagues. Their task is to gather information from all parties in a dispute, mediate or conduct hearings.  The committee shall prepare a procedure and criteria to be used in the conduct of reviews and/or hearings and shall submit it to the BOD for approval.


MEMBERSHIP COMMITTEE

The Membership Committee shall provide the BOD its recommendations on whether the applicant clubs’ should be accepted as voting members. This includes but is not limited to the following: reviewing applications, conducting background checks, interviews, site visits, or any work needed to perform all the necessary due diligence to properly ascertain whether a club should be accepted into WSA.  Periodically review existing voting member documents and determine that they are in good standing.  Solicit, promote and help create new soccer club.The committee shall prepare a procedure and criteria to be used in the conduct of reviews and shall submit it to the BOD for approval. 


NOMINATING COMMITTEE

The Nominating Committee shall vet and provide at least one nominee in each of the positions open for election at the AGM.The committee shall prepare a procedure and criteria to be used in the conduct of soliciting and selecting nominees and shall submit it to the BOD for approval. 


PROTEST AND APPEALS COMMITTEE

The Protest & Appeals Committee shall hear appeals resulting from decisions made by the Disciplinary Committee whose decisions were not satisfactorily resolved by the before mentioned committees.  The objective of the Appeals Committee shall be to provide fair, and just hearings for all appeals. The Chairman of the Appeals Committee shall be responsible for conducting the hearing and shall ensure that all parties have been properly notified and have received all necessary documents in a timely manner.  member of the Association's Board of Directors or Protest Committee shall be a member of the Appeals Committee. The Appeals Committee shall maintain records of all appeals filed, minutes of all hearings and decisions made by the Committee. The committee shall prepare a procedure and criteria to be used in the conduct of reviews and/or hearings and shall submit it to the BOD for approval. 


RISK MANAGEMENT COMMITTEE

The Risk Management Committee shall be responsible for developing and maintaining a Risk Management policy and for making recommendations to WSA BOD with regard to matters of the risk to WSA and its members.


STATE REFEREE COMMITTEE

The State Referee Committee shall be responsible for referee development to include but not limited to recruitment, instruction, assessment, assignment, administration and to permit the state to offer referee education experiences which will benefit the referee and the state programs.
